To get pitchfork you need a ghost character and a wolf character (costume of course) then go to decorations all around town until you get pitchfork.

Ok here's a little list on getting the NQ and HQ forks
NQ fork
Windurst = Shade + Ghost @ Manustery
Sandy = Ghost + Skeleton @ Mog house area
Bastok = Dog + Ghost (Not sure of Balloon area)

HQ Forks
I think this should work for all 3 countries
1stly, you have to equip the NQ fork.
Look for the NPC which is supposed to turn you into the Beast men of your Home country (Windy = Yagudo, Sandy = Orc Bastok = Quadav), then instead of being those beastmen, you'll be turned into a Goblin instead, then look for the balloons~

If there are any mistakes up there, [I'm Sorry] >.<

The walkthrough is here!

News Item: Trick or Treat!

Those expecting "the same old" Halloween festival may have been pleasantly (or otherwise) surprised by a few added complications to this year's event. There are 2 new Halloween items, a Pitchfork and a Pitchfork +1. These items, unlike the traditional Halloween items that are also available (including the Trick Staff, Trick Staff II, Pumpkin Head, Pumpkin Head II, Treat Staff, Treat Staff II, Horror Head, Horror Head II), require a party to obtain. You and one other member, preferably from the same nation for the sake of convenience, will need to party up to obtain the Pitchfork, which must be obtained before you can obtain the Pitchfork +1.

To obtain the Pitchfork, grab a friend and head to Bastok, San d'Oria or Windurst. The recommended zones are Bastok Markets, North San d'Oria or Windurst Waters. This is because these zones each contain the specific Halloween NPCs that roam around. (Note that Bastok Mines, South San d'Oria and Windurst Woods all have decorations and regular NPCs in costume, but it can be more difficult to get a good match in these zones.) Speak first to the Moogle in the zone, and then head out to get your costume.

You can obtain a costume by trading a sweet to the NPC. A sweet is any type of sweet baked good. Note that unlike other Halloween events, items that are not crafted do not work. (This means that you can't use Faerie Apples, Saruta Oranges, Yagudo Cherries, etc.) If the sweet does not have a recipe, don't use it. (You can still buy them from an NPC, though, like Ginger Cookies.) For best results, switch NPCs frequently (especially if you also want the eight "standard" rewards listed above), and use a large variety of different sweet items when trading.

You and your partner will need to try different combinations of costumes in order to obtain the Pitchfork. A combination of hound and ghost worked for me in Bastok Mines. After you think you have a good combination (this may take some experimenting or checking with other players), try running together under the decorations. You may have to try all the decorations in order to get the right one. NOTE: you do not have to "check" the decorations. All you have to do is run under them.

To obtain the Pitchfork +1, you will need to head to a different city than the one where you received your Pitchfork. You may do this with the same partner, or a different partner. This is where being from the same nation as your partner comes in handy. You will need to find the NPC that normally turns characters into the enemy of their home nation. Equip your Pitchfork, and trade a sweet to this NPC. Instead of turning you into the enemy of your home nation, the NPC will instead turn you into a goblin. Once you and your partner have both turned into goblins, you must run around to the decorations, just like before, to try and obtain your Pitchfork +1. A Bastokan will need to find the NPC that normally turns players into a Quadav, a Windurstian will need to find the NPC that turns players into a Yagudo, and a San d'Orian will need to find the NPC that turns players into an Orc.

If you wish to obtain the other holiday events, you will have a much easier (though more costly) time, and you do not need a partner. Simply trade a sweet to one of the NPCs. The NPC will turn you into a monster, or give you a Halloween item. This may take a lot of different sweets, a lot of time trading different NPCs, and a lot of time waiting for new days and running around.

A few things i've noticed during this event:

a) spamming stuff on the same npc will never work. Load up on a stack of those cheap sweets (i bought ginger cookie from the circus, cinna-cookie and acorn cookie in a shop in windurst waters).

Yep, its possible to buy up as many types of sweets as you can afford to - however, the costumed npc will accept at most one of each type of sweets though every game day.

I tried giving the same sweet to a npc in different town with the same result - i.e. if you have given a ginger cookie to a npc in south sandy, then you will only get a "Thank you" if you trade another ginger cookie to a npc in bastok mines in the same game day.

I kept spamming the same items to an NPC in S. Sandy in the tavern. He kept giving me the thank you message. I just decided to keep trading him and eventually i got the trick staff II. then I kept trading him and got the horror Head II as well. You can only get the costume once per treat per day but you can still get the items even if you have traded the same sweet already the same day.

I have gotten everything but the Treat Staff and Treat staff II in this manner.

I'm backing this as I had the same thing occur to me already.

YOU CAN GET MORE THEN ONE ITEM PER NPC PER DAY WITH THE SAME TREAT!

Pumpkin head and horror head obtained the same time basically from windy NPC for a grand total of 10 different trades on ginger cookies.

i can confirm that the wearing of the equipment doesn't matter

i traded some cookies to one of the dressed NPCs in north sandoria while wearing a treat staff II and a trick staff II in my inventory, and the NPC tried to give me a trick staff II. I already had the item though so it didn't let me have it.

It's tried to give me 4 extra Trick Staff IIs ;_;. All I need is a Treat Staff and a Horror Head II to make my collection complete. ;_;

*Only for sandy citizen* (How to get Pitchfork+1)

Pitchfork (South San d'Oria):
=============================
1) party up - need two people for this, again preferably both sandy citizens.

2) one goes to Coura (G-9) and trades a sweet to get a costume (we got skeleton)

3) one goes to Phamelise (K-9) and trades a sweet to get a costume (we got ghost)

4) both run thru Halloween decoration up by residential area (no clicking necessary).

5) Equip the Pitchfork. This is important :p

Pitchfork +1 : windurst woods
=============================
a) Go to above the AH. There should be a npc disguised as a skelly.

b) Trade any sweet to the skelly npc.
However, if it is on the same game day, and (as an example) you have already traded a goblin chocolate to the npc in south sandy, then you have to use another type - such as ginger cookie - to trade to the npc in windurst woods.

Yep, it will turn you both into goblins. Then run to one of the following decorations within windurst woods:

1- near the dhamels in NW section;
2- west side of manustery (near moghouse exit); or
3-the decoration with the moogles near the fountain.

This method works 100% if both your partner and yourself are sand'oria citizens.

This worked perfect for me! PT was two sandorians.

I can confirm .. I spammed a couple dozen Cinna-cookies on the NPC skeleton at the kiosk in Wind Woods (Nya Labicco) and got the Treat Staff II. However, a friend wasn't able to do this to get Trick Staff II. I'm guessing you need to get the Trick staff II first.
I did have my staff II equiped when I spammed. Don't know if it makes a difference.

Does anyone know where the Traveling Troupe is that goes to the first place nation? Are they temporarily out for the event? Ninja Toolbag prices are going nuts...

This is dependent on which nation is first during the week (Region Info on your menu, or type /rmap)

If Windurst's first: circus will be found near the Bomingo Round around H-9 in Windurst Woods..

If San d'Oria 's first: circus will be at South-Westish of Victory Square, H-9 South San d'Oria..

If Bastok's first, then circus will be located near Beligen Square, K-8 sector of Port Bastok.

However, if there are 2 nations tied for first place, there will be no circus during the week.

The rankings reset after the tally is done on japan time midnight, every monday [Japan is GMT +7].

Side note:
Thanks very much for correcting my error on not getting items after spamming Trade (the same type of cookie) to the same npc ^^.

The traveling troop's location depends on what server you're on. They are always in whatever city is dominant, .. on your given server. On Shiva server, they're currently in San d'Oria. (The Windhurstian's are letting Sandy have the troop for a bit. ;P)

Haha, on Midgardsormr San d'Oria and Windurst are tied for first place. I didn't know that if there was a tie, the circus wouldn't be at either country. Thanks for clearing that up, I very much appreciate it. I just thought since the Halloween event was going on the circus was canceled... (>_<)

I know it's probably a bit late, but this is what I did to get the items.

Trick staff 1 - Already had from last year's event, I gave some grapes to the barman in South Sandy.

Trick Staff 2 - From trading a sweet to Phamelise in south sandy at (K-9)

Treat Staff 1 - not sure :P

Treat staff 2 - The skeleton (i think) at the goldsmiths guild in bastok. (sorry for no names or (pos), i'm from sandy :P)

Pumpkin head 1 - not sure:P

Pumpkin Head 2 - Also from Phamelise.

Horror Head 1 & 2 - from Machielle at south sandy at (G-9), I was wearing pumpkin head 2 when i got horror head 2

I followed the guides on how to get the pitchforks, so you can scroll up if you want to know about that.

Hope this helps those who haven't already got the items. As a side note though, the treat staff 2 is the only item i had to spam for, i got the rest after 1 trade.

I got the Pitchfork in Sandoria with a friend. We then went to Windhurst following the guide and she went to the skeleton above the AH and turned into a Gobbie, but she is a Sandorian citizen whereas I am Bastokan citizen. So it didnt work for me. So which npc do i have to go to in Windhurst Woods and what should i be turning into? Can this even be done correctly with a party of 2 different people from 2 different nations?

With nearly 24 hours left, here is my suggestion for getting the non-pitchfork Halloween items.

1.) Trade sweet to non-trick/non-running NPC, get costume
2.) Trade a few more of the same sweet, sometimes you will get an item.
3.) Go to a different NPC, trade a different sweet to the NPC, get item (more often than not) or get a costume
4.) If you get a costume, trade that same sweet a few more times. I usually got the item within 3 sweets traded on the 2nd NPC.

The above worked best after I had logged back into the game from stopping for a while. I got what I needed/wanted within 2 minutes every time.

Although I cannot entirely confirm the theory that wearing a specific item with the aim to get a specific one in return (e.g. pumpkin head II -> horror head II), it appeared that I could target what item I was getting next. This was tested a couple times while wearing the Treat Staff. I followed the above 4-step process and every time I was to get an item, the NPC tried to give me a Trick Staff. Once I followed the gear progression theory, I never got an item I already had in inventory.

Hope that helps somewhat.
