An update: At the NPC that lists synths up to and including your current level, the recipe was not listed when I was 67 but is listed now at level 68. So level 68 does seem to be confirmed.

Thanks for the info. It looks like this is indeed a 68 cap, as best can be told so far; the recipe has been updated to reflect that.

I've gained skill on this synth with Goldsmithing 66. I suspect that the cap may actually be 68, but do not have conclusive information yet.
