It seems that if you currently have the Rock Racketeer quest flagged from Nana Mihgo, it will interrupt the dialogue of this one, and you'll have to finish Rock Rockateer first (or perhaps at least to the part where you talk to Mihgo after selling the initial key item in Bastok) before you can continue on with Crying Over Onions.
