I found him in (I-9), but on the northern most part of (I-9). maybe it is the second teir, maybe its the third, I'm not famlliar with this area. But just kill sheep and wait for him, I solod it with 31 war so its easy. Thanks for the help!

I found the Carnero on the second level of Vomp Hill

Carnero is found on the 3th level of the mountain, not on the second level as many of the maps show.....at least thats were i found it, and where a couple friends found it as well
