In my opinion, this is the best offhand dagger that is readily available. It is indeed 100% proc rate, for damage between 0-12 damage depending on the monsters wind resistence. Camping Kreutzet is very hard and frustrating, but very, very worth it. Beware, however, monsters like Puks in the new areas of Aht Urghan absorb the additional wind effect, healing it.
