I just found out that you must Register to call your chocbo before you can call it with the whistle

I would assume the same way you use an empress band equip it and go to items and use it on yourself.

Every ride costs 1000 gil, seems hardly worth the effort to raise a choco; however, to get this take your choco on a long walk, when the message says the choco is completely absorbed--search for the item. If it says the choco seems really happy just watch over it, and keep trying.
