Supposedly it's only sold on Darksday but I'll need time to confirm this since I'm not Bastokan (I don't hang out there I have to go to Jeuno -> Airship)

The goldsmith guild NPCs don't seem to be selling this item. I'm rank 10 windurst with max bastok fame and I can't find zinc ore on their sell list.
