Who controls it determines the price. Incoming you can't use when the area is under beastman control (there's a beastman banner up, no outpost NPC.) As for the level requirements, I don't know! I used to look it up somewhere but can't remember where anymore. I thought it was Mysterytour but I checked and don't see anything for outpost levels. I can say that outgoing/incoming level requirement is the same though, just changes by which outpost it is.[/quote]
