For example if you have the one at Sactuary of Zi'tah, Think you have to be atleast lvl 40 to OP there, any lower and the OP tele guy will say "Due to safety reasons i'm not able to teleport you to this Outpost." or some BS like that lol. But the foreigh legion thingy-ma-gigec is the best way to sway control or a strong area.[/quote]
