You have listed that you have to be 61+ to start this quest.
I was able to start it at lvl 60.
(it's still an evil quest, hehe)
Also like to add that Yagudo Prior drop white slacks in Castle Oztroja.

Thanks for the info; that quest, and the related other three like it, have been updated with a level 60 minimum requirement. There are further questions about these quests; see

for more of them, if you have details on it.
The drop has been added to the Yagudo Prior, as well.
