Ominous Cloud - Bastok

As mentioned in the NPC section of the compilation of info, the new NPC Ominous Cloud travels around with the Valeriano Troupe. He bundles together the Ninja Tools into the new Toolbags.

I have the location for where he shows up in Windurst and San d'Oria, but have yet to hear specifically where he is, when the troupe is in Bastok. If anyone is on one of those rare servers where Bastok is in first place, and can post the < pos > and specific details of his location there, that would be greatly appreciated.

Port Bastok (L-8). He's leaning against a wall and damn but he's grumpy. Makes you wonder if he drinks goblin tea for breakfast.
