The Windurst mission Written in the Stars must be completed before this mini-quest can be activated; if the mission was skipped, the mini-quest will not be available until the character goes back and completes the mission.

Talk to Tayaya in Heavens Tower for a cut-scene about Kupipi.
Trade a Rolanberry to Kupipi, who will provide you with a Portal Charm key item. This allows you to open the Sealed Portal in the Rose Tower of the Horutoto Inner Ruins by yourself. The Sealed Portal is in front of the entrance to the Toraimarai Canal zone; without the charm, a White Mage, Black Mage, and Red Mage must all gather at the portal to give access through it.
