Client: Shivivi (Near the Captain's Quarters, Norg)

Summary: Take the damp scroll you have to Horlais Peak and dip it into the hot springs there. Only then will you be able to read it.

Walkthrough for Secret of the Damp Scroll

Obtain a Damp Scroll item, which is fished up in Sea Serpent Grotto. It can usually be purchased on the Jeuno Auction House, and occasionally on the Norg Auction House (shared with Bastok) as well.
Talk to Shivivi with the Damp Scroll in your inventory for a speech that activates the quest.
Go through Yughott Grotto and exit at J-9 into the small open area of Horlais Peak, and head south to the Hot Springs.
Trade the Damp Scroll to the Hot Springs, and it will be changed into a Scroll of Jubaku: Ichi, completing the quest.

The San d'Oria quest The General's Secret also requires going to the Hot Springs, and can be done at the same time.

Recommended Level for Secret of the Damp Scroll

Solo at level 1, if Sneak and Invisible are used to avoid aggro from the mobs in the various zones along the way. Unless a character is 52+, Sneak is needed to go through Sea Serpent Grotto, to get to Norg. Unless a character is 34+, Invisible is needed to go through the Ghelsba zones, to get to Horlais Peak.

Hello :), I understand why you have problem. You see in the solution they say: Talk to Shivivi with the Damp Scroll in your inventory for a speech that activates the quest<br /> You needed to have the scroll in your inventory, thats why:). Well HAVE FUN MAN:) see you again!

I can't for the life of me get this NPC to give me this quest. I have max fame in Norg. And have done almost every single other quest in Norg. Has this happened to anyone else? I even tried re-zoning.
