Ok so the torn Epistle is supposed to help you get the quest get the epistle from killing a rarab then go talk to him and he should give you the quest. I traded him the epistle and he gave me 50 gil. Then I went out to West Sarutabaruta J-7 first crawler I kill drops Meterorite.

I only used Meteorite to complete the quest, and I got the same reward. In other words, I didn't need to use torn epistle to complete the quest.
