Serra can spawn anywhere on the western beach. The placeholders are the Jagil's in the surf, not the ones up on the land. I have personally seen Serra pop on each end of this beach...the far left alcove by the Uragnite and the extreme right, virtually on top of the Shen spawn point. Drop rate is not good, but it's worth camping if you are there to fish up Moorish Idols or Vongola Clams for Woodworking or Cooking skills (Halcyon Rod Crayfish Ball, for those interested. 32 Fishing to easily catch.) Have fun!
