This NM is just pure lotto. There is no pattern to it. When I camped him for twincoon I got him to pop 3 times out of 12 stacks of cabbage. Helping a friend camp it now and with no competition we are 2 out of 48 on popping him. Talk about a crappy spawn rate for a lotto.

I just popped this guy 4 times in a row and got rumble crawler each time, so the 3 rumbles then habetrot is, unfortunately, wrong.

It appears that this NM shows up every 4th time. We did this 8 times in a row without fighting other people in the zone, it was Rumble Rumble Rumble Habetrot Rumble Rumble Rumble Habetrot. Got 1 twincoon each time.
