To clarify what Iresire said, the latent is active whenever you're below 100 TP (and during WSs), and the hidden effect is only active when the latent is active.<br /> <br /> And Kortho, it is bought with Imperial Standing from Sanction NPCs. You need Chief Sergeant rank and 40,000 IS.

Initial findings:<br /> Hidden Effect: Attack 14, Accuracy 5 (minimum, still needs more testing).<br /> <br /> The latent effect is reported to work whenever your TP is under 100%, including weaponskills.
