So according to the info on the site, it says you need to have magicite rank 4 mission flagged, to flag the tenshodo membership quest. It also says no Fame is required. So I'm on my rank 4 mission got the cutscene with the archduke, got my letter to aldo, yet I cannot flag the Tenshodo membership quest. So is the info on the site wrong? Do I need some sort of fame to flag it? If so do I need to up my Jeuno or Tenshodo fame.

PS: I know I can buy an invite off the AH but I would rather quest it and make 20k rather than break even at best.

I have done the membership quest with my Main and my mule. With my mule I was only rank 3 and had no tenshodo fame. I was able to select the "BLANK" 3rd line to start the quest.
