Recreating a linkshell withthe same name

If you create a linkshell with the name "Dog" then drop that linkshell, is it possible to create a new linkshell with the name "Dog" again once the old is gone?

Or once a name is taken can it never be used again even if the shell is broken?

I can tell you from experience that linkshell names only include live shells. I made mine, then we moved off of it, and after some time (a few months) we decided to go back to it. In that time I'd dropped the shell, so I purchased a new one and named it the same as my old, just as an experiment. I was surprised and pleased to find that it worked, and my old linkshell is happily back in business.
