Just started leveling up clothcraft last night and notice that the cap on the Grass Cloth was 4, but I kept getting skill ups even after that. I will be doing more testing on it tonight to see what the actual cap is.

Leveled up clothcraft last night again and did not receive any more skill ups on grass cloth after I got level 5. So I would say the cap is 5 not 4.
