How to HQ items

I'm working on my goldsmithing and want to make a peridot. The receipe calls for a Green Rock but says it makes Tourmaline. The Peridot is listed under it as HQ #1. Also listed are HQ#2 Jadeite and HQ#3 Emerald.
I figure that HQ stands for "High Quality" but how do you get those items? Do you have to make the HQ items at the guild or do you need to keep synthing for it over and over?

HQ'ing a synthesis is only practically possible if you have a skill higher than that of the recipe you're making (desynthesis notwithstanding, and there's always a hyper-remote chance to HQ while skilling up).
So if your Goldsmithing is under 20, there is no reason to expect that you'll get that Peridot, but if your Gold skill was, say, 35, you'd have a respectable chance to get something above standard grade. HQ results gives experienced crafters some serious incentive to make stuff that they can't gain skill off of.

Specifically, there are 3 tiers of HQ chance.
Being 10.1 levels above the recipe cap offers Tier 1 HQ. It's a 10% chance to HQ.
30.1 levels above the cap offers Tier 2, 30%.
50.1 levels above the cap offers Tier 3, 50%.
So HQ'ing rocks (20 cap) needs a goldsmithing skill of 30.1 or higher to break Tier 1 and be able to HQ about 10% of your synths. You must break a Tier to get the HQ bonus. Being 20 or 25 or even 30.0 is the same and you'll have about a 1% chance to HQ (no Tier). Guild equipment (with +1 to your craft) and Advanced Synthesis Support (temporary +3 to your craft) DO count for breaking Tiers. Being 29 with +3 Advanced Support will break the 30.1 and put you into Tier 1 HQ.
As for recipes that have HQ1/2/3 results like your rocks? There's no definitive answer. The higher you are the more HQ's will come out as HQ2 or HQ3 but it's not down to a science as the HQ Tiers have been found to be.
Warning on rocks: Black and White rocks have the same HQ1 result as NQ.
Black Rock
NQ: Onyx
HQ1: Onyx
HQ2: Painite
HQ3: Deathstone
Many new goldsmithers get confused when they HQ1 a Black/White rock and get the same NQ result when they clearly saw the HQ animation.

Actually, everyone I talk to says it's 11, 31, and 51 levels over the cap.

Hello ,
i am afraid that i have to disagree with you man !
i was working on woodworking @ 7 and did an HQ for 8 cap recipe !!! I was shocked !!
I don't know how i did it but i HQed !!!!
It's too bad i did not record the time and moon phase !
I also HQ ed today when i was doing 8 cap recipe @ 15
i did HQ again @ less than 10 levels ithink it's about timing ... !
HQ @ the right time!
This HQ i recorded was doing Ash Lumber :
Facing West 17:45 Light day Moon (last or first can't remember @ the moment quarter 43% i think ) got 2 ash lumbers .!

You dont NEED to be that far above lvl to break tier 2 and 3, ive broken tier 3 skilling up on fletchings before >.> and unless goldsmithing is set in a different way, youre missing something xD

You're all missing the point. Statistically, you'll have an AVERAGE .01% chance to HQ while under the cap, 1-2% AVERAGE while 1-10, etc. This means that if you get 2-3 HQ's while skilling, the game isn't broken, you just haven't synthed enough to accurately determine your HQ % yet, and purely got lucky. Oh, and goldsmithing is no different than any other craft, as far as HQ chance.
Digidude: "Breaking tier 2 or 3" doesn't mean that's how you get HQ2 and 3, tiers refer to your chances of HQ. Once you attain HQ, you have something like 80% chance to HQ1, 15% to hq2, and 5% to hq3 (pure conjecture, I don't know the ACTUAL %, but I believe they differ based on how far over the cap you are).
Not to flame, but people that got lucky and managed to HQ something at lvl 7 woodworking and have that as thier only craft need to keep out of crafting discussions, as they clearly haven't had enough experience to make accurate statements. Oh, and lay off the "!" key.
