Npc's will often sell items they dont normally stock if someone sells them to the NPC.
Example...
Lets say a NPC in Bastok is sold a platinum earring. No NPC will ever normally sell these but since he was sold one there is a chance he will list it for sale to a player. Eventually it will disappear. This is the case with a lot of the misinformation on Allakhazam. Items are listed as the vendor always having them when it was a once and done thing because someone sold that item to the NPC rather than AH.
Funny that someone sold an abjuration lol, but if they cant use the uncursed item its junk to them so thats what made sense in that case i guess.

Twinkle Powder - I buy this all the time in windy at the items shop. Used moslty in fireworks like Popstars. I too have notice the different items in each nation depending if they are in first or 2nd.

That is interesting; it doesn't normally happen on standard merchant NPCs.
Dabih Jajalioh
does seem closer to a guild merchant in that regard; she only sells certain items at random times. It's another one of those merchants that doesn't seem to have a clear-cut rules for determining when items will be available.

Well debunked the theory of the Libation Abjuration. Got one in sky run and tried to sell to merchant. Can't sell!
Lol so I guess maybe SE just added new items to that merchant. That little mithra must be expanding her business. :)
