http://ffxi.somepage.com/itemdb/3577 it says that the are not sold by merchant in the 1st place nation. san d'oria is in 1st right now. i'm standing in south sandy at the merchant, and she has them for sale. maybe they changed that. oh, and a side note to those who care, even though they have a high buy price, these only sell back for ~160 each.

Certain vendors not only sell certain items only when their nation is 1st but ALSO ONLY to members of that nation.

EXAMPLE: The vendor at the airship dock in Bastok normally does not sell Mythril ore. However when Bastok is first (as it is for my server this week (wheeee)) I am able to buy Mythril Ores from him for 1500. I am also Bastokan Rank 5. HOWEVER a friend of mine who is San'd'Orian rank 5 cannot buy them at all for they are not listed. We thought it might just be due to supply running out like a guild (although that would be wierd) so we went together at 1:00 AM game time Earthsday when all the guilds were closed. Sure enough I could buy as many Mythril Ores as I wanted for 1500 each and my Sandorian friend did not get any offered at all.

This is also the same with Windhurst and Flax Flowers in the windy airship dock. The vendor only sells to windurst citizens when windy is 1st. Mysterytour has been updated with some info on these situations. Check out the vendors list.

Moral of story, Not only are some shops biased in product selection by their own nations conquest rating, they are also biased by YOUR OWN national alliance.

All standard items that are only sold when a nation is in first place Conquest ranking, are also only sold to citizens of that nation. This is true for all standard merchants; see the Merchants Guide for more info on that.

The Thief items (Thief's Tools, Living Key) items are just... odd, when it comes to their availability. As a general rule, the higher ranked a nation is that the merchant is from who sells the tools, the less likely they are to sell those items. But, apparently they can sell them to sometimes in first place, at least to people who aren't of that nation.

Thankfully this isn't a very big deal, since the price of these items from merchants is incredibly high compared to how much it costs to synthesize them. Still, it's a bit odd, and I haven't yet figured out the system whereby these items are available.
