Changing Cities?

Is there a way to change your City? Like if you started in Windurst and want Bastok to be your main City(for Rank, etc)
is there a quest or is there just someone to talk to?

do you mean fame rank 0 or like warrior rank 0

You will revert to the city rank you held when last a member of that city. If you were not a member of that city you will be rank 0.
Also, all Supply quests will be wiped out and have to be redone. However, any CP you recieved should be saved when you go back to another city.
