. Unfortunately, that info doesn't tell us much that wasn't already known. We know the main Goldsmithing skill caps around 70; I've seen it at 69, but it could be 70, and it's hard to be certain on new recipes that haven't been crafted much. As for the subskills, almost all subskills on recipes are no higher than 60; it is to be expected that a character with 60 in those subskills can craft it. What we need to know is the actual cap, and it is highly unlikely that the cap is 60 on both of those, for such a low level weapon.
Once more people at different skill levels get around to crafting Shotels, or people get the recipe given to them as they skill up, we'll be able to define the specific caps of the recipe better.
So, that's why nothing on the recipe was changed; there wasn't any useful new information to change.

Yep, I just noticed you changed the cap to 69, when I first sent it in there was nothing but ??? to guide me. Oh Well ^^
