Aquaducts map quest

Can anybody give me definative info on how to receive this map? I've heard it is as simple as clicking on the ??? in the library, but have tried that several times on several trips--to no avail. I read on one site that it is a quest given by Ferchinne in the safehold called "Fly High" but have spoken with her and cant seem to get any quest started. On one run, one of my party members actually got the map by clicking the ???, but we couldn't figure out why he got it and nobody else. The last 3 times I tried to get the map were after I had opened the chapter that includes the trip to Monarch Linne if that helps.

Just to clarify, there isn't a "quest", per se, for this map. There is a ??? that spawns on the top floor of the Aqueducts in one of the four "library" rooms with many Fomors. When someone clicks on it to receive the map, it disappears. This is a separate ??? from the ones used to control the opening walls and doors. I don't know how long it takes to respawn. It works a lot like the Moongate Pass ??? in Ro'Maeve.

Not sure if this will help anyone but I recently got the map here. I found a ??? on the top of a barrell in one of the two rooms, if you are coming out of the hidden door for the mission hang a right, then go behind the bookcase along the opposite side wall. After I got mine a couple friends tried to get one as well by checking the other ??? in the two rooms. At first there was no luck but I got a tell from one of the other party memebers about 15 minutes later saying he had just got his. Not sure if he had just been doing something else and happened to come by and check or if you have to wait that long for it to spawn though.

I just got the map from a ??? on some barrels in the NW corner of J-7, the northern storeroom on the side you don't go to for mission 2-3.
