There's a Fishing Guild shop in Bibiki Bay. I took down the prices when I went by, but neglected to note the NPC name, sorry.

Thanks for the info. The NPC's name is Mep Nhapopoluko, and she has been added to the NPC database. She's also in a new list of the merchants in the Chains of Promathia zones, found here: http://ffxi.somepage.com/npcdb/merchants-cop.php
