The Clothcraft cap for this came from one of the Japanese sites I check for recipe info. It's probably not precise, but it should be in the ballpark.

And yeah, there is no HQ version of this item, and since it doesn't stack there can't be anything extra from HQ'ing it. For the other new forced spawn items that are crafted, the HQ version seems to increase the chance of the main item dropping from the mob that is spawned. The Toreador's Cape drops 100% of the time anyway, I believe, so I guess that's not an issue here.
