I got this NM while fishing yesterday and its not linking, I fought it right beside another Shoal Pugil who wasn't interested in me while killing the NM. No drop though.

That only proves the Shoal Pugil doesn't link though.
To prove the NM doesn't link, you'd have to fish it up, then warp/zone/die. Once the NM goes yellow, someone would have to walk up and attack a Shoal Pugil. If the NM links with the Shoal Pugil, then it would prove/disprove whether the NM is "linking" or not.

Since this NM spawns normally, and isn't fished up, it would be a bit easier to check that -- but that's essentially correct.
Boburimboo
is listed as Linking, which means it links with other pugils, not vice-versa.
