Tonberry cutter & Petals quest

Mythril beastcoins can be stolen from Tonberry Cutters in the Ugg Temple.
I can't get the Petals for Parelbriaux quest. I'm on chapter 3 of CoP. Alla has it listed as requiring chapter 4. Local listing is probably in error.

Various friends of mine have had trouble activating the quest even after they had finished CoP. I personally had trouble activating it in Chapter 3, but it worked for me in Chapter 5. So far, all I know is that it's quite a strange quest.
