The information on the Monster says it is only fished up in Kuftal Tunnel, but when I was leveling my Thief in Cape Terrigan, I saw a group of about two Black Mages and a Thief fishing at the I-8/J-8 tunnel to Valley of Sorrows (They only fished up Pugils I think crabs most of the time, but occasionaly they would get a devil manta, then run back toward the zone so it wouldn't kill us with its AoE? *Does it even have an AoE?*) But yeah~

THF's say that the mantas in teriggan drop angel skins too...I cant personally vouch this because I find fishing terribly boring.

That's an interesting bit of info. After checking around, it does look accurate; that drop has been added.
