When I killed him, he was level 72. Posters on Allakhazam also report him spawning 69 and 70. So he seems to be 69-72.

Another thing: he seems to have only one placeholder. The M-8/9 room has three Goblin spawns, one of which is always a Mercenary; the other two can be Tamer, Bandit or Alchemist.
