It's listed on the website that the synthesis craft/level is Woodworking 51...
The recipe on needing wind + 2x moblin sheepskin is correct, but the synthesis craft/level is incorrect, I have 59 woodworking & 3 leathercraft and it says that myh skill-level is far too low. As with synthing sheep wool, I imagine it's a craft under leathercrafting and not woodworking.

It sounds to me like its clothcraft being, well, wool ya know =^..^= Find a lvl 51 clothcrafter and see if theey can do it. Good luck.
