Bait and Switch

I just finnished my thrid attempt at this bloody quest and it is driving me insane! I've checked several diffrent sites about this quest and all of them turn up nada. Now I turn to the forums. Anyone that has done this quest please let me know how to clear this things. Thanks in advance.

This quest isn't that terribly hard once you figure out how to do it, it's the figuring out process that's hard. OK, once you've picked out your reward, (I suggest the Head Guard's ID, that one is hilarious, and only 6 switches instead of 8) you need to talk to everyone in Metalworks once, and note down what the ones who talk about switches say. They'll give you several clues, which when added up will tell you which switches to hit in which order. In case you have trouble finding them, the Small Switch is in the Cermet Refinery, the Medium Switch is right at the entrance, and the Large Switch is near the Smithing Guild.

Once you pick a switch to throw, you'll get a cutscene where a guard is present. All you need to know about the guards is that Tiger is a real go-getter, willing to do what it takes to get the job done, while Gale is a lazy good-for-nothing who just wants to go home. So when you see Tiger, have Luto lure him off and then outrun him, but if you see Gale, you should have Miledo trick him into taking the day off. You can also say clever things, but be sure to pick the right ones. Tiger likes it when people check out the Metalworks, whereas Gale can relate to people who take it easy while waiting for someone. You get the idea. I've probably left some things out of this, but I hope you got an answer to whatever it was that was giving you trouble.
