Quest Problem : Hat in Hand

Maybe someone knows what went wrong...two friends and I were doing this quest and after talking to everyone it said to, then the original customer again, Bonada did not buy the hat like it said it would and the main NPC told us we where slackers and wanted us to leave... has this happened to anyone else... the quest shows completed, but now we can't seem to pick up the next one with the feathers in one's hat.
Any suggestions

Did you go to both portions of Windy Waters?

We went stayed in the area that we were told too, and we talked to each in the exact order that the book said..

There are two parts to Windy Waters map. Look at the map, there should be an arrow leading to a place with no name to it. Go down that way, and it'll still be windy waters but a new section.
