Just last night I defeated NM Bugallug for the quest at lvl 61, was still a tough battle.

Galka lvl61 pld/thf(I was farming when I poped it) 171mp.
Ended the battle with 564hp 1mp took about 10 mins to take down for me. I did use some items just to make sure I would win. I might have won if I didn't use any of these 2 items, but it would ahve been very close battle.

Spartan Hoplon - Phalanx - make sure to keep shield equiped while Phalanx is still in effect. If you unequip it Phalanx usually wears off.

Refresh Musk(pld only, reward from the ENM Pulling the Strings) - its a refresh that lasts only like 30sec(it was short, enouhg to get enough mp for a cure 3, haven't really timed it).

NM Bugallug - right when you talk to Rakorok, the bugbear spawns pretty quick so be ready. Don't have to worry about links the platform where you fight the NM is safe. Swings fast getting off some cures was a little hard some of the time and it uses its WS pretty frequently. And it doesn't have a 2hr from what I could tell in my battle.

So taking this at a higher lvl would be tons easier, if you took some items(food, drinks, and anything else) the battle can be done at a lower lvl solo. Lower lvl group with a healer it would be a easy/decent battle.
