Obtain a memosphere item from crag specific enemy (rare) or crag specific enemy NM found on the 3rd floor:

Beryl Memosphere @ Promyvion - Dem @ Satiator (Gorger)
Indigo Memosphere @ Promyvion - Mea @ Coveter (Craver)
Teal Memosphere @ Promyvion - Holla @ Cerebrator (Thinker)

Once you have the item, you need to locate the ??? on one of the "lamp posts" on the 3rd or 4th floor. See Vana'diel Atlas for maps which show these points. I believe you will need to trade the item to the ??? to receive the map. Unfortunately, the ??? is always surrounded by mobs so you will most likely die in the attempt.
