hey, i wanna raise my fame in sandoria and windurst to get Drain, Aspir and Warp II, but i dont know which quests are the best to do to raise fame quickly. i think for sandy i have to keep trading bat wings, and for sandy maybe bird feathers, but are those the best repeatable quests to do to raise my fame?

The repeatable quests mentioned can certainly raise your fame if done enough. The general ones considered to be useful are found in the
Leveling Fame section
of the Fame guide. It's a bit dated at this point, but all those quests are still solid ways to level up fame.

The quickest way to raise Windurst fame without losing a lot of money is to buy Cornettes from the music shop in Bastok Markets and trade them to Yoran-Oran in Windurst Walls (the quest is "Mandragora-Mad"). He will give you 200 gil apiece and the music shop sells them for 225-250, so you won't lose too much money. The only caveat is that the shop in Bastok only sells Cornettes if Bastok is in at least 2nd place in Conquest. So depending on what the balance of power is typically like on your server, you may have to wait a few weeks to do this. But once the opportunity comes around, 2 full inventories of Cornettes hauled over should get you all the scroll quests in Windurst.

Quickest way to raise fame in Bastok and I believe it works for Sandy too, is to buy Millioncorn from Beniage in South Sandy. This NPC is located in Raimbry's Groceries. Take the Millioncorn to Selbina and trade them, 3 at a time, to the NPC by the sheeps. After you've traded all you could carry, outpost back to Sandy and buy more and repeat. You can also buy Millioncorn from an NPC in Windy (can't remember where, but it's wherever the cooking guild is) and an NPC in North Sandy (by the fountain).

Yeah,
Only the Best
(cabbage/millicorn/boyahda moss) raises Bastok and San d'Oria fame.
I managed to get Drain, Warp, Aspir, and the quest for Warp II (haven't done it yet >.<) without using boyahda moss or cornettes. If I recall correctly, doing non-repeatable quests yields much more fame than doing repeatable quests like mandragora-mad or only the best, and some of them are really amusing (the SOB quests mostly).
But yeah, if you just want to level your fame, do Only the Best and Mandragora-Mad.
I'm pretty sure it'll kill your Tenshodo fame, but from the sound of things you don't have any to worry about >.>

Just for the record, I created a few mules and wanted to get enough fame for all mog expansion quests and gobbiebag quests (can't stand having to log in/out repeatedly). I turned in 90 stacks of millioncorn, which was enough to seemingly cap selbina/bastok/sandy, and get jeuno to rank 6, which was high enough for all 6 gobbiebags.

Correction (where's the edit button ><): Sandoria and Bastok are only rank 6 after 90 stacks of corn. Apparently jeuno is calculated by averaging the higher 2 of 3 cities (the average of 6, 6, and 1 is obviously not 6) and adding jeuno quests to that. The only quests I have done are "only the best" and the 6 gobbiebags.
