the decline of hate over time...

Enmity is not the decline of hate but is the hate. That means +enmity items increase your overall hate the mob has toward you and -enmity decreases that amount of hate. I haven't read anything decisive about if +/- Enmity works per action or just an overall effect. All actions, from eatting to getting a tick of rest, generate hate or enmity.

A relatively good way to understand enmity is to think of it as a multiplier on the amount of hate that each of your actions creates. If you play a job that intermittently performs an action that you'd like to generate more or less enmity (i.e., SATA+WS or Curing), then equip some enmity-modifying equipment before you perform the action, not afterward. :)

Only Jobs that really needs the enmity are those TANKING class like Paladin or ninja and warriors at the lower lvl if the tanking, is also a restraining tool to some of the more DAMAGING jobs in ffx1 such as Rng, warr, blm, mnk, etc not to go all out on mobs.
Also Understand enmity as the Hate that the mob will project towards you if you were to Provoke it or Hit it very hard, so hard that it will turn its attention to you, regardless of who's tanking.
So play with care.

I have an ALMOST positive awnser to this:
ok, Enmity refers to how much hate your attacks and actions give you.
A Provoke with +2 Enmity isnt gonna get as much hate as a Provoke with +14 Enmity
a good example of this is PLD gear, with its +Enmity, WAR gear with its, SAM gear with its (im assuming for SATA), and the Assassin (THF Relic) gear (for SATA)
