Toolbags and Ominous Cloud

Currently on my server Windy and Sandy share first place in the regional standings. Ominous Cloud, the toolbag npc, is not in either of these nations. Does anybody know if and where I can make toolbags? I'm checking bastok now on the off chance that the troupe is there. I still see new toolbags popping up on the ah, so I'm assuming that it still is possible to make them.

Dont bother checking. If nations are tied for first, there will be no circus. You'll have to wait til the week ends.

You can't make them right now. A country has to be in sole posession of first place to host the carnival. Better luck next week.
