If thats the same ice I'm thinking of, then you picked it from those icicle structures in Uleg. Range.
What that does is activate a spout underground in case you fall into one of the holes on your way up the mountain.

What I've always wondered is what happens if you fall down a hole but you didn't pick up a piece of ice in the tunnels on the way?

There are exits out of all the tunnels, but if you fall in a particularly bad hole, you'll have a decent amount of distance to cover.
