hi, i'm from bastok and is it possible to buy the Windurstian Ring if bastok is ranked first?

Yes, it's rank 4 CP, so you'd need to go to their Consul and purchase it (it costs twice as much because you're from a different country).

I assume I do need fame 4 in windust?

Uh, hate to break in here with bad news, but that trick doesn't work on the Windy Ring. Yes, you can buy CP equipment from a lower-ranked nation than your own at double price, but the selection is based on the nation in question's standing.

The Windurst Ring is only available if Windy is in 1st overall. Since noone can be ranked higher than 1st overall, only a Windurstian citizen can buy a Windurst Ring, and then only when Windy is 1st overall.

Now, since I happen to have both Sandy and Windy rings, I feel obligated to point out that if you were to emigrate to Windurst and bring your rank up high enough to buy it that way, then you could pick up a Windurst Ring directly, then emigrate back and it'll be like you never left.
