What exactly does a 'Toolbag (Shihe)' do?
I'm a Ninja, and having to lug around (on average) 3 stacks of Shihei x99 takes up my valuable inventory room. I thought these toolbags may be of use by allowing you to contain stacks of Shihe in just one inventory slot...?
When I bought one at the AH, I used it, only to be given 1 stack of Shihei x99.
When I have several stacks of Shihei x99 and one toolbag (shihe), I tried 'Sort'ing my inventory. Nothing happened.
I just can't figure out what they're for. And EVERYONE I ask (on Leviathan server at least) have no idea either!!!

The Toolbag items have the same use as
Quiver
items do for Rangers; they let you carry more of something in a single slot.
A single Toolbag, when used, changes into a stack of it's respective Ninja Tools. But you can stack Toolbags up to 12 themself; that means you have 12 stacks of Ninja Tools (in this case, Shihei) in a single inventory slot. As you need the Shihei, you can take out a Toolbag and use it, turning it into a stack of Shihei.
It's not a huge change, but it does allow Ninja to use up two slots (one for the stack of Toolbags, and one for the currently used stack of Ninja Tools) instead of 12, to contain the same amount of tools. It can also be cheaper to sell on the AH, because of the way it stacks, than selling that many comparable stacks of Ninja Tools.

Thats what I thought, but excuse my ignorance, how do I put my stacks of Shihe in the toolbag?

You trade 99xShihei +1xWijnruit to Ominous Cloud - NPC that travels with the troupe to 1st-Place Nation. It will turn the stack of Shihei into a Toolbag (Shihei) which are then stackable.
All other tools are done exactly same way.

the addition of the toolbag has affected not just the end user (ie, the ninja) it also affected the supply side (the crafter).
except for shihei and (oddly) tsurara, most of the ninja tools arent used that fast, so only a stack is needed to be bought every once in a while. thats nice for the ninja, but bad for the crafter.
to keep the AH supplied, i need to make them in advance and have ready to restock as they sell.
since they dont get used alot, buying single toolbags of these has little use to the ninja, but its very good for the crafter.
before: if i want to sit down and make 12 stacks of <insert name of slow selling ninja tool) i needed to eat up 12 slots on a mule while i wait for them to sell.
now: i can go ahead and make how every many i can get parts for, and toolbag them. saving me (the crafter) alot of space.
as the stacks of 99 sell on AH, i can grab 1 toolbag, pop it, and put the faster moving stack of 99 on the AH.
one also side note to the crafters, single toolbags may not sell, but there are hardcore ninja's out there that WILL buy stack of 12 toolbags and be more then stocked for a while.
so check the AH history, and see if stacks of bags have ever sold, it might be worth it to try to sell.
oh, and please please please dont buy Wijnruit from the AH.
people are trying to resell them for much more then they are worth
