Ominous Cloud (Ninja Tools)

Right now on my server, Bastok is in 1st place, so I take some tools to L-8 in Port Bastok to be bundled and Ominous Cloud is no longer there. Instead the event moogles are there. Has anyone found an alternate location for him in Bastok?

That's odd; are any of the
Bastok Troupe NPCs
around that area? If they aren't there, then you're missing more than just him.
Keep in mind that if multiple countries tie for first place, nobody gets the Troupe that week. A country has to be the only one in first place in order to receive that benefit.

Thanks for the info. I checked again and saw that Bastok and Windy were tied for first, which explains why he wasn't there.
