What do I need to do to move to Windy? Will I lose anything?

I don't think you need anything in particular to change alliances if that's what you're meaning. The only requirement that I recall is that you not be on a mission already. Then I believe you'd go to heaven's tower in windurst walls and talk to one of the tarus behind the counter. To the best of my knowledge you don't lose anything at all. All the items in your storage get moved to your new home city. All the conquest points you have saved up will remain but only in that nations conquest. I guess you do lose the ability to outpost warp to places since you'll have to do all the supply quests again but often times that isn't too huge of a deal (thought from my experiences it could be a while before you get to do a supply quest to the Zulkheim or Kolshushu regions).

i think you have to pay a fee depending on which country is dominating... 40k, 10k, 4k in order of the dominating country's amount to the weakest country...
that's what i read in some other page

Also, everyone seems to forget who you are.
I switched from San d'Oria Rank 10 to Windurst Rank 1, and everyone in Sandy forgot that I saved all their asses. Foreigner. Pah. They're just jealous.
Of course, the great thing is, I switched allegiances in time to do a supply run for Windy to Ronfaure, which happens, literally, never. So sometimes it's worth debating whether or not you'll change allegiance depending on what supply quests you've done. I was originally planning to change to Bastok after Windy Rank 10, but with a supply quest done to Ronfaure, I'm having second thoughts.
