I had a JP in game tell me that the latent effect: Magic Attack Bonus is activated when your MP is below 50%.

I heard that somewhere else too. Still . . . Magic attack bonus + 10 when under 50% mp is still worth having.

Tested it for a hour tonight using differenet equip with different levels of magic attack bonuses. Another Blm in our linkshell did as well. Its magic attack bonus +8. and it activates when your MP is under 50%. yes its totaly worth it for a blm, and its also the best neck you can have for Whm, Smn, or Rdm as well.... get your pop items soon heh.

A possible wrinkle in the latent effect on that pendant: One rumor has the power of the the Magic Attack Bonus based on the character's current Tonberry hate. Allegedly, the higher Tonberry hate you have, the more powerful it becomes: Tonberry Hate divided by 10 with a cap of 10. That's the rumor at least; I suppose it would take some Tonberry genocide and hate clearing to test that theory properly. It seems feasible at least, given where it's popped and the item name.

wrong, rest my tonberry hate last night and did the EXACT same as before, no different, and i had realy bad hate before i reset it.

Very interesting info as it contradicts every JP BBS. I actually hope this is true cause right now I REALLY need to reset my Tonberry hate after farming those items lol.

Something to note about the power of the magic attack bonus; You said it's Magic Attack Bonus +8 but there is a common misconception about how MAB effects your damage. Because of where it sits in the damage formula, +1 MAB does not equal 1% damage. It usually ends up being around .8% per MAB, so if you were judging the power based on pure percentage difference and came up with 8%, then the actual MAB is probably +10 like has been previously reported.

I used other items with MAB to compare. I used the Weskit and Manillas as a comparison. I took off both (total +8 MAB) and only used pendent. Then i took of the pendent and only used the weskit and manillas. I did the same amount of dmg, then i comapared with socerors rings and zennith mitts as well. its MAB +8 for me and has not changed since i reset my tonberry hate.
