Looks like a new quest was added in a CoP area this last patch. You need access to Riverne Site A01, and know where the zone to monarch linn is.
1: Go as if you are going to monarch linn. On the last island (the one with all the Cloud Hippos) dont go to the gate that zones to that small island before monarch linn. Instead, go a little further to the other distortion. On this island (careful of hippos and clusters) is a stone monument. Click it for a CS.
2: The quest is something about repairing a bell. Next you go to Bastok Goldsmithing guild and talk to someone else for a CS.
3. Then she sends to you the Blacksmith guild in San d'Oria for another CS and more info.
At this point they say something about Mintrel Metal to repair the bell. This is where the information train stops..... Any ideas/conclusions/rewards to this quest.. post em up!

Best I can tell, the
Minstrel's Dagger
is the reward from this quest. I haven't seen further info on how to get through it, though.

that makes sense since its a bell and this is definently a brd dagger. also the dagger is level 38 and riverne is a level 40 capped zone.

Someone also said on the alla boards that there's a new ??? in Pso'Xja that when clicked says something about a knife blade being in the rubble, anyone try trading a white steel or anything to that yet?

Ya, I was one of the first people to find this ??? deep inside of Pso'Xja and attempted to figure out what it means, if anyone who has the quest and steel want to try, enter through the second uncapped tower up on the top of the cliffs (closer to Xarc). Keep sneak up cause when you fall down a hole Diremites aggro you, then move down deeper, you'll go deep in to a large platform with 2 elevators, with no way back up. On the opposite side of the porter back up there is a ??? by the rubble.
Difficulty to get to the ??? is only a decent challenge I haven't explored all of Pso'Xja completely, but if you want a map go to the first Pso'Xja uncapped and fight the mobs for the key, beware treasure chests fakes. Past the green door and after you cross the path of the temporary floor (activated by the crystal receptor) there MAY be 2 chests in the room, the one closer to the stairs is the real one. It will give you the map to Pso'Xja, but the map shows very little sadly and is not worth a long search, I recommend looking for it on Cid's quest for the chips from here.
I hope this helps, but I'll have more info post-monday when I am going to explore this quest more.

After doing this over the weekend, I think that its a NM fight that is next. The only issue is where the heck the NM fight is. I am going to try to go to the Stone monument again, and maybe look around for the bell itself.
The reason I think that this is true, is becuase of the cutscenes you get in sandy. The blacksmith says that the boy may have been an extention of the bellmaker, and if this is true, the boy would have great power. You had better be careful.
Sounds like a fight if ya ask me.

Ok, I think the next cutscene *might* be in tavnazia. Talk to Pradulant (sp. The guy you get the map for the safehold from) and he tells you a story about a child who had a treasure and left it with a friend... yada yada yada.
Anyhow, its a story, yet doesnt seem to be part of any other quest. May be the next step.

Well this may be rambling a little, but its clues of where the bell could be if it was related to the church. The bell is part of the religon, to get that we must find out who believes in Altana.
Bastok: Believers, but small church
Sandy: HUGE church and lots of religon
Windurst: None
Jeuno: Large church, but little presence
Tonberries: Temple, and lots of belief
Yagudo: Unknown
Moblin: HATE! HATE! HATE! ALTANA! (do Ayame's quests for that info)
Orcs: Unknown
Quadav: Unknown
Tavnazia: Strong believers, but little info backing it.
Well that leaves 5 places. Sandy, bastok, jeuno, tonberries, and tavnazia.
Bastok gave me no leads, talked to both guildmasters again, visited the small church, nothing.
Jeuno's church gave no extra leads
Sandy I have to try
Tonberries: I still need to try, but seems slightly out of place. (Zilart, not Promathia area)
Tavnazia: The cut-scenes REALLY point to something here, but to what I haven't found out.
SPOILER ALERT! (Get first 3 cutscenes before reading please)
Ok from the cutscenes we find Albanus is a novice goldsmither and smither, he combines these two together to make a bell. He locks himself away from the world to study. He gets a follower, only known as the 'boy'. The boy appears to be priestly. The diary in which we find the info in has special looks, a sign of high crafting skill with Jade and fancy latches to show the skill. The metal we want to find is Minstral Metal to repair the bell. This is not a new item listed in the patch so it may be a key item or simply neither of those. Problem is that the blacksmith Mevreauche says that its smelted, and its an ALLOY, meaning there should be more then two parts to getting it. This quest is very wide open on what to do, I'm gonna look more into it, but this is all I have to go on.

This definitely sounds like a long quest. Once more is known, it would be helpful if anyone who has done the steps to list the actual NPC names of all the various ones that you have to talk to, for the writeup. Thanks!

First go to the Riverne Site, check the ???, get the cut-scene. Obtain a key item.
Then Bastok markets, speak to Reinberta in the Goldsmithing Guild.
Then North San d'oria, speak to Mevreauche in the Blacksmithing Guild.
After that no one knows.
That's where everyone is stuck on, the scroll itself that you are given is very vague. It only gives fragments of words...and after that it hints at the boy as being very powerful...but as physical or political is unknown.
BTW the Pso'xja one is NOT the ???, its the one for the Odorous Knife to spawn the NM. So Pso'xja's ??? is not it.

I'm going back out to Riverne tonight in search of that bell. Hopefully I can find it or some more ??? for a cutscene or something.
Checking the stone monument again also. I'll let you know if it is anything out there that I can find. I do think that the cutscene in tavnazia has something to do about it, but it didnt say directly.

Saw a japanezse player with Minstrel's Dagger who confirmed he got it from the Riverne A01 quest. Due to language barrier and autotranslation shortcomings this was all i could discern.

if so, can you try asking around those you know to find anyone who speaks enough Japanese to be able to get the details of the quest from the one you met? plz ._.

Odd. Two friends of mine and I went to the stone monument and clicked on it today. We got no cut-scene, just an indication that we couldn't make out what was on the monument. There must be some sort of prerequisite...

OK, havent tried this, as I just saw it today at work.
May be the ending!
Then go back to the Stone Monument in Riverne #A01 and see an event. Examine it again to pop an NM Arcane Phantasm [Fomor Type](I've never fought it so i don't know how strong it is but i guess a full capped lvl 40 PT should be ok). Once defeated, check the monument again for cutscene and reward.
Edit : supposedly it's a fomor bard. sings lullaby and requiem. Defeated with relative ease by a NIN,RNG,RNG,RDM,BLM PT
